   • Law Enforcement Officers (LEO) dan Civilian Society Groups memiliki perbedaan mendasar dalam fungsi, kedudukan, dan kewenangannya. LEO adalah aparat penegak hukum yang berada di bawah struktur negara dan diberi wewenang resmi untuk menegakkan hukum, menjaga ketertiban, mencegah serta menindak kejahatan.
